 The All-Russian Public Organization "Academy of Security, Defense and Law Enforcement Problems "(ABOP) is a public organization that existed in the Soviet Union.Russia in 2000-2008.

Liquidated on December 10 , 2008 by a decision of the Board of Directors.The Supreme Court of the Russian Federation, upheld by the cassation instance on February 19, 2009. History

ABOP was established on July 10 , 2000. According to a Russian journalist Andrey Soldatov, the organization was supported at the first stage by the then First Deputy Secretary Of the Security Council Of Russia Mikhail Fradkov. On August 31, 2000, ABOP was registered in Ministry of Justice of the Russian Federation. The report of the Prosecutor General's Office of the Russian Federation states:"…In particular, the ABOP and the National Committee, contrary to the current legislation, established 73 types of identical state awards, including orders, medals, badges, as well as established academic degrees, introduced uniforms similar to military uniforms, as well as military ranks...". "...Samples of diplomas and certificates issued by the Academy are similar to state-issued diplomas and certificates, which does not exclude their use as such...". All this, according to the Prosecutor's office: "...creates conditions for corruption and discredits the state authorities...".

As the investigation found, the organization's annual budget was about $ 1 million. In December 2008, from the organization's Moscow office to Sadovaya-Kudrinskaya Street 26/40 was taken out all the orders and medals established by her, they were officially declared invalid. Former ABOP President Viktor Shevchenko was fined 500 rubles by the Khamovniki District Court of Moscow.

Awards

Among the numerous awards established by the organization were orders named after Peter the Great, Alexander Nevsky, Catherine the Great (all three degrees), Georgy Zhukov, Yuri Andropov, Mikhail Lomonosov, Admiral Kuznetsov, Nikolai Pirogov, as well as the orders of "Great Victory" and "Patron of Russia". The organization also presented awards with medals named after Yuri Andropov, Georgy Zhukov, Mikhail Lomonosov, and Peter the Great.

The organization also awarded the honorary titles of "Honored Scientist of ABOP" and "Honored Lawyer of ABOP" with the presentation of appropriate badges and certificates.

The Academy approved uniforms, insignia (shoulder straps) and titles. The rank system repeated the system of military ranks of the Russian Armed Forces, with the only difference that the abbreviation "ABOP" followed the rank: for example, cadet ABOP, lieutenant ABOP, Marshal ABOP.
